Because Americans are stupid and too uptight. If he was in San Francisco or the surrounding area he would have just been told to put on clothes, or the cops would have just said 'hi" to him to see if he was acting crazy or not and if not, they would have let him go on his way as he was. As an American, I'm at least glad I live in one of the more sane parts of the US where this wouldn't happen. But its very rare, and what happened to this guy is the norm. But if it was a girl, she would have just been asked by the police to put her clothes back on before going directly to arresting. The biased is stupid here. The guy videotaping is a perfect example, he's acting like there is something wrong with it and videotapes it because the guy is "breaking the law", which ironically he ends up breaking a much much bigger law by video taping a police officer making an arrest! (another stupid American law!)

why are you acting as if you know what the laws are? clearly you don't. first off, only 3 states have laws against video taping an arrest. florida is not one of them. so no, there is no "big law" prohibiting the video taping of an arrest. so its not a "stupid american law." you might be a stupid american, though. if a girl had her vagina out it would be an arrest-able offense. every state has indecent exposure laws for both men and women. so you are wrong there. running around topless is not illegal, but if you reproductive organs are exposed - that is the illegal part.
