Miami Beach Police Deny They Have a 2,000 Person Arrest Quota for Memorial Day Weekend

Are Miami Beach Police planning to arrest 2,000 people during the notorious Memorial Day weekend parties on South Beach? As in they've actually set a quota regardless of whether or not 2,000 deserve to be arrested. To put that in prospective, the record number of arrests over Memorial Day weekend ever in Miami Beach was just over 1,000.

Rumors of such a number emerged this week, but Police Chief Raymond Martinez has denied that his department has set a real quota.

According to Local 10, rumors of the quota first emerged in an email complaint from the police officers' union that called the quota "aggressive, patently unfair, and unjust."

Martinez denies that such a quota exists.

"I want to be clear, there is no arrest quota for Memorial Day weekend or any other day on Miami Beach," he wrote in an email to Local 10.

This weekend will be Chief Martinez's first real test since officially taking over the department in March. Last weekend's festivities were marred by multiple police-involved shootings.

Martinez's plans for the weekend are nothing short of aggressive. There will be more than 600 officers on patrol. DUI checkpoints will be established towards the entrance of South Beach, and high tech scanners will scan every license plate that comes onto the island. Proof of residency will also be needed to enter certain residential areas of the beach by car. All in all the city will spend more than $2 million on crowd control.

Martinez explained to CBS Miami that the 2,000 arrest number was not an order but does hope his officers are more strict this year.

"I think if you let the smaller problems go, the smaller things, later on become bigger problems and it's really an officer safety thing," Martinez told the station.

The ACLU however is critical of the plans.

"This is a big mistake they're making," ACLU attorney Howard Simon told Local 10. "Their goal should be zero arrests, not two thousand arrests. If police are going to use arrests not as a last resort, but as a first resort they're going to make the situation worse."

Memorial Day is for thanking and honoring our veterans... that served to protect us, and (ironically) our right to the freedoms that these people completely abuse in South beach on this weekend???

The ACLU has one agenda only...the rights of black citizens to do whatever they wish, without being held to a level of consideration that most people (of all colors) willingly hold THEMSELVES to. 

My Wife & I have vacationed in South Beach for years.  We loved the restaurants, cultural diversity, sites, cleanliness, safety, and of course the beach.  However, we will NEVER go back again. 

We just got married and decided to spend our honeymoon there...it was Memorial Day Weekend.  When we arrived, South Beach had transformed into the ghetto.  It was over-run with Gangsta's, Thugs & Hoes....not the hard working, family oriented people of color that are my neighbors and co-workers.

They were yelling racial slurs to anyone that would listen.  They were arguing, fighting, and most importantly, ignoring anyone else’s right to enjoy the area.

If there were a gathering like this, of white people, I’m sure the ACLU would be the first on the scene to protest the racists.        According to a waitress at our hotel, the locals (that are able) clear out for the weekend, because MANY THOUSANDS of these people (using the term loosely) descend on South Beach & "Takeover" for the 3 day weekend. 

Occasionally, you would see a white couple "running" from one place to another.  It wasn’t safe for a white person on the streets.  The first day, we did walk around a bit, on the street & on the beach.  I lost track of how many times I was bumped into, and how many racial comments we endured.  So we stayed at our hotel the rest of the time, except for one night out to the Bayside. 

The roads were basically shut down.  The trip from the Lowes to Bayside (normally 15 minutes) took 1 hour, 40 minutes, and the return trip took 2 hours, 45 minutes...and to make matters worse...at 1245am, we had to abandon our car 3 blocks from the hotel because the police wouldn't allow anyone back up the road.  This meant escorting my wife through the carnage, and again being harassed and bumped into some more.  To add another insult, when I went to retrieve my car the next morning, there was a ticket on the windshield.

If you think this letter is politically incorrect, that I shouldn’t condemn the behavior of a group of people, simply because they’re black…then you need to examine your way of thinking. 

EVERYONE should be held to a level of behavior that includes obeying the law and being CONSIDERATE of those around them…regardless of race, color, or religion...and shame on the City for not seeing to it that these basic issues are enforced.

An "Officer safety thing"? Really? When did the job of the police become to protect themselves? I thought "To protect and serve" meant the public. Cops like these need to get their priorities straight. And as for public employees being used to keep people out of certain neighborhoods… Since when did we as Americans have to start showing "proof" to freely travel inside this country? We are in great danger of becoming another Germany (of WWII) if we allow this to continue.

I say just put a bulletproof dome over the whole thing and have zero police interaction. You will meet your 2000 quota not in jails but in the coroners office. Win/Win.

And furthermore, if you are a MBPD “fisherman” and you are fishing in a barrel filled with 100 fish, 95 of which are Black-Fish and 5 of which are White-Fish, what color fish are you going to mostly catch?? I would assume 95% Black-Fish, of course. It does not in any way imply that the “fisherman” is a racist, nor even is he “racially profiling”. Just look at what’s in the barrel… Again, tell that to the  (ACLU) !

As far as a quota, this is simply not true. Quotas are not legal, and nobody at MBPD endorses any quota for this Memorial Day / Urban Beach Week event. With 400,000 persons attending this event, 95% of whom are “black/ african-americans”, if only 0.5 % of those attending are arrested ( a very low and realistic %) you will easily have 2,000 arrests, just do the math: 400,000 x 0.005 = 2,000 people. Now out of that 2000, 95% are Black/ African-American, so 2000 x .95 = 1,900 Blacks that can easily be arrested just because of the demographic that attends this event. Now… Tell that to the Anti-American Communist Liberalist Union (ACLU) !

In Miami Beach, 'to protect and serve' means racial profiling and police brutality. It's not news that there are quotas because even when I left the Miami, 18 years ago, it was known to be true. Somethings never change (oink oink). In this case, they're called 'making money', 'kicking ass' and 'bullying'. Shame shame shame. Oh, have a nice Memorial Day weekend.

Miami Beach PD needs not set up a quota,and a number like 2,000.you must be kidding lets just remember past memorial day weekend,for sure without even trying hard MBPD, by the end of the weekend will have double those number's in arrest, and they will not even break a sweat.

Per your own admission, you, "left Miami 18 years ago". so you have ABSOLUTELY no idea what Memorial Day / Urban Hip-Hop Beach Week is about, since it began 11 years ago in 2001. I challenge you to come and walk around SoBe a while, and see for yourself why so much police presence in required. Hold on to your wallet, and leave your Rolex at home.Thugs walk around openly smoking marijuana, toting guns, throwing gang signs, fighting, women wear thongs and do strip tease shows in public... It's Sodom ana Gomorah.. 

Probable cause must exist to effect an arrest, PERIOD.  Behave yourself  and you will not go to jail.

The answer to your comment is that if you hate the scene, STAY HOME, as much as it's true that if you don't like the music, DON'T LISTEN to it. No one is holding a gun to your head to go there. In the USA, as far as I remember, there is still freedom of choice; you can stay home and eat corn flakes all you want, if that's your bag.

Requiring a beefed up police presence donning riot gear just to scare citizens into 'behaving' is just nazi tactics. What's the point of asking tourists to come if you're just going to hassle them, shoot at them, and stick probes into their orifices? Moreover, allowing the Miami Beach Police to engage in racial profiling has less to do with ensuring that a good time is had by all, and more to do with racism and fascism.

Perhaps, you would prefer South Beach as it was back in the 70's when it was 'God's waiting room', in economic and urban decay ... complete with shuffle board courts, 'early bird' specials, and runs on prune juice.

PS. if you want to flash your Rolex, go to Bal Harbor or Palm Beach, not the beach. Better yet, perhaps you should be prudent and stick your Rolex where the sun doesn't shine.
