Miami Beach Police Union Rep: "We Have Arrest Quotas Every Memorial Day Weekend"

The chief of Miami Beach Police is insisting that his officers do not have a 2,000-arrest quota this Memorial Day weekend. But the department's union vice president tells Riptide that he witnessed a major announce the quota at an officer roll call -- and that his department has such quotas every year during the predominantly-black party weekend on South Beach.

"It's racial profiling," says Det. Gustavo Sanchez, "and it's against our operating procedure."

Sanchez says that Major Angel Vasquez-- widely regarded to be Chief Raymond Martinez's second-in-command-- announced the 2,000-arrest quota to officers.

On Monday, union president Alejandro Bello wrote to chief Martinez, claiming that "numerous officers" reported a supervisor announcing the quota. Bello called the quota "patently unfair and unjust to both our officers and the community."

In an emailed response, Martinez insisted that "there is no arrest quota for Memorial Day Weekend or any other day on Miami Beach."

But statistical arrest requirements are nothing new, claims the union veep Sanchez. Though he says the current chief has been smart enough to avoid issuing quotas himself, he recalls former chief Don DeLucca demanding 1,000 arrests before a Memorial Day weekend. (DeLucca now helms the Golden Beach force.)

Slacking on quotas can get you confined to desk duty, says Sanchez. Going arrest-crazy gets you rewarded: "There's a payoff for the cop who helps fill the quotas, because it effects their evaluation. The first consideration becomes making an arrest. That's all they care about. They don't care if it's a bullshit arrest. They don't care if it's dismissed."

Questioned about Sanchez's comments, police spokesperson Vivian Hernandez says: "We have no quotas here at MBPD. If there was some sort of quota that they say was issued, it may have been a misunderstanding or taken out of context. Angel Vasquez did not issue any quota."

Smashing civil liberties in society, rather than protecting them, constitutes the biggest portion of police function. Anybody with half a brain should know that crime flows from the population's contempt for this type of corruption.

Hmmmm....2,000 sounds lenient. If anything, they are being too politically correct and NOT arresting enough. Everyone down here in the beach just loves the public urination, defection and trash....we just love it.

No truer words have been spoken.  The Miami Beach Police know that most of the people being arrested are visitors and will pay the nominal fee associated with a withhold of adjudication, and the ability to make their flight home.  I can bet that there will be no random you tube videos of memorial day visitors so high that they are making out with trees or disrupting life as we know at - unlike or "visitors" during the winter music "conference."  However, these (mostly) innocent people will be nonetheless incarcerated.  Every year, I hope they are smart enough to stop coming, so the city loses this revenue, and some of these officers can get laid off.

the difference btw this so called "hip hop wkend" and WMC is that while both set of dates are fueled by out of towners coming to get schwasted, it's absolute fact that the only acts of serious violence have occurred on memorial day. i cannot recall a single incident when european ravers started car chases or had police officers open fire on collins ave. people say it's racial profiling-- but it's just precaution. when's the last time you saw a 19 yr old at ultra get in a fight or pull out a gun? the most they do is litter or overdose. sorry, but if a bunch of idiot kids want to take some drugs, that's fine by be. they're only hurting themselves. but at least they're not hurting anyone else.

BTW what is the police union's agenda? For "disgusted Miami native", please keep your money. We Miami Beach tax payers pay much more for this weekend than what is gained. I believe the City is spending $2 million to clean up afterthese "innocent people". So please stay away or better yet, go elsewhere.

I can alsolist the second, and most obvious, reason, which is racism.  Why bothertip toe-ing around that reason and pretend it is not a factor.  Being thatI have been experiencing this weekend as a practicing attorney (and not avisitor) for a few years now, the disparity between the treatment of thesevisitors and those for winter music conference is too great to ignore.  Iwill give you an example.  The visitors (not "ghetto scum gangbanger druggie drunk baggy pant wearingtrash" as the other ignorant poster stated) pay a significant amount ofmoney to visit a contained part of South Florida and patron the businesses. While the visitors for the winter music conference literally crippled thedowntown area, a functioning business area, during business hours (with music that could be heard through windows blocks away and traffic that basically shut down the city). Arguably,the visitors for winter music festival were more visibly intoxicated - asevident by the numerous you tube posts that sprout up after the weekend'sconclusion - again, overlapping business hours.  Yet, if you compare the arrests, it is shocking.

I understandthat it is annoying to be a beach resident during these crowded weekends. I livedon South Beach for several years.  However, that is the cost that goesalong with the benefit of living in "paradise."  But if the residents can put upwith all of the other special events (and there are quite a few), there reallyis only one reason these one is being singled out every year.

The truth is that most of the people that come to urban beach week are thugs or wannabe thugs. They give black people a bad rap. Maybe if officers were paid by what they produced we would have less crime and less lazy fat officers.it took cops an hour to come to my house to make a report. Maybe they could be more like private companies.
