The year is still young, but one thing is already clear: 2013 ain't going Alex Rodriguez's way.

Two weeks ago, New Times revealed that A-Rod's name appeared in the client notebook of local PED doc Tony Bosch. Now, following on the heels of another New Times article, the City of Miami Beach has dipped into A-Rod's pocket by restricting filming at his mansion-turned-movie-studio. Rodriguez's North Bay Road neighbors are happy to have blown a fastball past the multimillionaire slugger.

"He's thrilled," Nora Friedman says of her husband, Irwin, who brought the debate to city hall. "He's celebrating by x-raying his knee."

Yesterday, the Miami Beach City Commission voted to tighten regulations on the island's booming film industry.

Since 2001, city rules have allowed up to 28 days of filming per month (with a maximum of 60 per six months or 120 per year) in private, single-family residential areas of Miami Beach. But lately, residents such as the Friedmans have complained that the lax laws have turned the scenic island into a production lot.

Friedman had proposed a maximum of five days of filming per month, unless moviemakers obtained consent from the next-door neighbors. But the film industry claimed such a clamp-down would kill their business.

City commissioners split the difference yesterday, approving a compromise proposed by Jerry Libbin under which filming would be restricted to ten days per month except within 500 feet of a hospital or fire station.

That would include A-Rod's North Bay Road neighborhood, which is next to Mt. Sinai Hospital.

The commission also approved a preliminary plan to increase fines for film permit violators. Fines would be raised to $3,000 for a third citation.
