Israel Hernandez Killing: Police Report Details Teen's Frantic Last Moments of Life

Israel Hernandez, AKA Reefa
Israel Hernandez's last moments were panicked and painful.

That's what can be gathered from Miami Beach Police's report about their pursuit of the 18-year-old skater and artist. Hernandez, whose nickname was "Reefa," led cops on a chase through several blocks of North Beach, frantically scrambling over fences and falling onto cars, before cops fatally Tasered him.

The police report is written by Officer Thomas Lincoln, one of more than half a dozen cops involved in the chase.

Lincoln writes that while other officers pursued Hernandez on foot, he followed him in his car. And when the other cops had lost the lithe teenager, it was Lincoln who spotted him crossing the street.

"I pulled up along side of the subject at 6940 Harding Avenue," Lincoln says in the report. "I attempted to make contact with the subject [but he] ignored me and ran into the building."

Hernandez then tried to vault over a white fence at the back of the property but fell. He tried again and made it, slipping on the fence and crashing hard onto the hood of an old gray Ford Mustang.

But for all of the detail in the report, it doesn't shed any light on why cops felt like they had to Taser the scrawny teenager.

an obvious senseless killing but the real problem is calling a tazer a non lethal when it is a limited lethality weapon

After reading some of the comments I felt it necessary to respond.
This is the world you created for your children by NOT teaching them respect...It is always eaiser to blame the police than to take responsibility for being a failed parent. No offense. but why give the police that opportunity, when you run from cops they now view you as someone who maybe armed and dangerous and tend to overstep their authority

 Calm down, they cane you in Singapore and its a lovely port if you've ever been.

Graffiti is not creative, This was vandalism, pure and simple and resisting arrest.

Sgt Rey Aguilar of Miami Beach Police is a corrupt dirty cop. He protects and cover ups for his criminal coworkers and intimidates anyone who question him. A Taser can contribute to potentially fatal health risks. Yes. he broke the law by tagging and yes he ran, but that does not mean that the police was exercising prudent judgement. Tazing even a GORILLA ONCE can incapacitate them to the point of docility/unconsciousness. Obviously this kid was tazed more than once which means that either the police used poor judgement OR they have no idea how a Tazer works. BOTH are unsatisfactory explanations. The issue here is not what the teen was doing, but how the officers reacted and what that means for the rest of our citizens. Remember that the motto is TO PROTECT AND SERVE. They were not protecting or serving anyone by tazering a child to death. They were being reckless and impudent. Please don't try to tell me that this kid was a risk and there was no other way to subdue him because then that means that our police force is so poorly trained and unskilled they depend on tazers to do their jobs.

This was not a beating...Tasers are used everyday as a means to stop a resisting suspect...They also have a history of causing deaths but almost all of those cases are found to be drug related heart attacks... Let's not blame the MBPD if this kid was blasted on cocaine...the REAL cause of his sad demise?  We wait for tox report.

so if I get this, the cops have a right to enforce the law,  a person goes out and gets caught intentionally breaking it, and the cops in the process of stopping the criminal use a taser, the criminal dies. Ok so what is the problem??Furthermore, the "friends" who were watching this crime should also be charged, they are also criminals

@drakemallard what is the problem? The state should not be in the business of killing people, particularly when they are not threatening the lives of anyone else. This was no "Hialeah assassin".  The report says that "numerous öfficers" were involved in the chase. Are you kidding me? Numerous officers to catch someone who attempted to paint on a wall; a dirty wall, mind you, because the wall owner was never fined in order to clean it.

@drakemallard He was also a son, a brother, a friend, and a talented kid with a life full of potential ahead of him.  so they did a full on chase through the streets of Miami Beach for a kid doing graffiti?  Why  not just let the kid get away so as not to endanger himself or others?  Was it really worth it to have several units chase him down and then Taser him?

  They tasered him they didn't shoot bullets like they usually do. A taser is just supposed to take someone down so they can control that person. He probably had some underlying condition that caused his death.

Hernandez's friends said earlier in the day they had been smoking marijuana

Another friend believes Hernandez ran because he was worried about his immigration status


 His friends Felix Fernandez and Thiago Souza said they had been serving as lookouts when he was seen by police on Tuesday morning.


“I seen a cop pass by and before I could even go to warn him he was already on a foot chase,” said Hernandez’s friend Thiago Souza.Officers began chasing Hernandez and despite several warnings to stop, police say he continued to run. According to police, Hernandez and the officers met face-to-face at 71st and Harding Avenue, where an officer fired his Taser to subdue him.

why is the miami beach PD devoting "numerous officers" to this type of "felony" (writing on a dirty wall, already plastered with stuff, deserving of a fine to property owner).  isnt that weird?  maybe they should be redeployed to areas where there is "crime". or maybe they should get to work. If you read the miami new times article on the tow truck thugs, you have to wonder why the police is not finding the cars they rob, or why they are not protecting citiznes from their abuses. to have "numerous officers" chasing someone for writing on the wall is ridiculous to say the least.

He disobeyed the law and shit went down. At the end of the day he wasn't hurting anyone. At the end of the day someone is morning his loss! It doesn't make it right for you to celebrate his death. Before going after "defacers", they should go after the property owners. Decay brings decay. It is no coincidence that he was not painting on nicely maintained properties on that very same block.
