Kira Grossman, Powerful Parking Authority Adviser, Is a Driving Disaster

Kira Lee Grossman wants you to know this isn't news.

She wants you to suspend your powers of reasoning for a moment and surmise that her driving record isn't remarkable. She urges you to ignore her powerful position as policy adviser to the Miami Parking Authority and dismiss the fact that while she's busy extolling police for dispatching tickets, she's battling her own in court.

She wants you to land upon anything but the obvious conclusion: Kira Lee Grossman -- 31 and cherub-faced -- is one of Miami's worst drivers.

In her 14 years behind the wheel, while she's hopscotched from law school to the city attorney's office to advising the Miami Parking Authority, she's racked up an astounding 44 traffic citations. As first reported in the Crespogram Report, they range from petty to grand.

And they began almost immediately. She got her first ticket March 13, 1999, for speeding on a municipal road, a case the state didn't prosecute. The same thing happened several months later in November, but the traffic cop dismissed the citation. These outcomes would portend Grossman's remarkable record of getting caught for bad driving and then wiggling off the hook.

She's been found guilty for bad driving only five times. What's her secret for getting away with it almost every time? "It depends on the citation," she confides. "It's whether I feel I have been wrongfully accused. And yes, sometimes I've been unfairly targeted." Pressed for proof on the matter, she says, "It's just my feeling."

Grossman has been cited for driving with a suspended license four times -- three in the past two years. The last citation, issued September 18, was even a criminal charge because the cops said she knew her license was suspended. (Grossman disputes that allegation and, ultimately, wasn't prosecuted.)

Grossman, who's responsible for advising one of the most important authorities in Miami, says she can't track when her license gets suspended. When Riptide called that claim "incredulous," she replied, "If you say so. I get thousands of pieces of mail. And if I misplaced [a citation] or disregard it by mistake, then I have no knowledge that I received that citation."

What about those tickets for not carrying proof of insurance? "I'm sorry," she says. "I'm a girl. I switch purses. And sometimes I don't have my purse on me. You shouldn't leave your insurance in your vehicle."

She says her license is no longer suspended and she's back out cruising the streets. "I do agree [my number of tickets] is relatively high," she explains. "But no, I don't think this is newsworthy."

Maybe Obama and all governments should make ones driving record part of their hiring practices.  I don't know, but I've heard we have some fine felons working for "Obamacare".

Just a quick response to your comments, please let me assure everyone that at Miami Parking Authority we hold ourselves to very high ethical standards and thus, we do not condone any behavior that's in violation of the law. However, the legal issue referenced in this blog is a personal matter and has been and will continue to be handled directly by her on her own time and with her own resources.

Proof of insurance ? You know how flimsy that is ? If the insurance company doesn't get paid and another doesn't indicate they picked up coverage continuously, trust me, they'd report it and DL would be flagged for a proof of insurance requirement at the very least and if that is not in compliance, they suspend your license. What I find absurd, we have paid for this technology, yet the state law doesn't allow a pdf in your smart phone as proof of insurance as opposed to having to have a paper document. My insurance company provides for an instantaneous download of the same card I would hand a police officer. I think the state of FL should allow a pdf document, heck I could share the file via a text message immediately. As for a DL or any other document, I think that should also be allowed for informational purposes at the very least too. I mean, the police have this information at their access thru a laptop anyway ? They pretty much know before they pull you over if they run your license plate and you are the primary owner ?

Oh and Ms Grossman, please slow it down and drive more responsibly.

Granted, her record is no worse than mine ... when I was 22, and not advising any major municipal parking authorities. Also, failing to be able to be responsible with my multi-ton lump of weapon, I got rid of it. Ick.

as long as I lived in South Florida, (34 YEARS) and was resident of Miami Beach, for five miserable years, I have accepted the facts that every city official, will always behave as if the entire county was not part of this country, is more like a mix of the worst from every where else, regarding the authorities behavior. I think is because they feel, not many people are watching and not many people know the law, and they don't care to learn, so therefore most of the time they get away with anything, and I'm sure many times they have had. Is one place where authorities are above the law.

Once caught, and not admitting to be responsible for behaving like if you are above the law, while citizen that pay taxes, and made this City their home, can ended up arrested and ended up with a misdemeanor record for not paying ONE traffic ticket, plus  a one night free staying at Dade County jail, IS SHADY.  I think her statements are an insult, saying she is just a victim, is admitting, she know whats she 

has done, she doesn't care, and as long as she is in that position, she will continue to do it. Maybe she should get a Florida license plate that say; UNTOUCHABLE, or maybe she should be remove from her job, her driver's license taken away, FOREVER

it's considered professional courtesy to credit the news organization that actually breaks a news story.  Given that I first wrote about Kira Lee "Miss Traffic Ticket" Grossman and her traffic ticket problem on October 18th - as well as doing a video commentary - and then followed up with 2 other stories since then, including a story on her failure to pay her parking tickets and using a tag from one car on another - I take professional offense at your failure to credit my original reporting.  I have ALWAYS credited Miami New Times whenever I wrote a story that included previous reporting done by your newspaper, and I expect the same courtesy to be extended to me.

And why are we surprised? I agree that for someone holding such a high position she sounds like a f*cking idiot but considering how many people down here are driving with suspended licences the fault lies in the system and the lack of officers on the road focusing on traffic idiots like her.

As a local attorney I can assure you this is newsworthy. Her responses are not professional, relative to her position, or in general, nor is the extreme number of tickets, which is absurd.

Every single day. And 5000 went missing from the Marlins park. Or your refund procedures in the command center which NO ONE gets a refund check for even when your customers follow procedure. How your employees make fun of people pressing the assistance button. Or maybe how Stefan Batic (which is your family member Mr. Noriega) drinking on the job and fucking a coworker directly under him. How about the theft in parking enforcement a couple months ago. Customer service harassing Fabian, sexually. Or Yulissa Fontañez hiring and firing at will and harassing coworkers because anyone who isn't of her heritage isn't welcome. Meter techs hanging out on company time for hours and collecting all the jammed change in the machines. I could say so much more....but I'll save it for the New Times story on your company Mr. Noriega. Perhaps what you need to do is fire all the corrupt idiots at your company. And save face. Btw....it's no big secret you fuck Kira. And that you have ties to certain police officers that make "exceptions" when you call upon them.

Miami-Dade is not part of the United States, as far as most people's mentality and behavior, big percentage of the residents, after years, don't even care to learn the language spoken here, never mind learning the law, Authorities and government officials, know they can get away with it. The rest of of us, if we are lucky, will read about this in the newtimes, while spending on day in dade county jail for not paying one ticket
