Dear Javier Souto: Cubans No Longer Wield Power in Miami-Dade

Uncle Luke, the man whose booty-shaking madness made the U.S. Supreme Court stand up for free speech, gets as nasty as he wants to be for Miami New Times. This week, Luke responds to a county commissioner's claim that Cubans made Miami.

Miami-Dade Commissioner Javier Souto tried to persuade his colleagues to derail an airport development project last week. The reason: The firm involved has business ties to Cuba.

But the Bay of Pigs veteran and former state senator accomplished something very different. He showed he's a filthy bigot.

"The Latins here pay more taxes per capita than anybody else," Souto said. "And out of the Latin people, the prevalent community is the Cuban community. If you don't know that, you don't know where you're living." Miami is where it is today, he added, "because of the Cubans who came here."

Those comments prompted this response from Commissioner Dennis Moss: "That's part of what's wrong with Miami-Dade County. We're not about fairness. We're about power and money." Moss also noted, "Black folks built this community. To simply say that, well, Latins came to this town and all of a sudden this town is what it is -- I resent that. My ancestors were helping build this county while other people were other places."

Indeed, Souto needs to bone up on his black history. Bahamians flocked to Miami in the early 1900s, and one of them, Dana Dorsey, was South Florida's first multimillionaire African-American developer.

Earlier this month, an Atlantic Council poll showed that Floridians and Miamians favor lifting the embargo against Cuba by 63 percent and 64 percent, respectively. And 52 percent of Republicans (Souto's constituents) now want normalization.

Cuban-Americans no longer represent the majority Hispanic voting bloc in the Sunshine State. Voters of Puerto Rican, Mexican, and other Hispanic origins represent two-thirds of the Latino electorate. Cubans are only one-third.

Souto is the last of a dying breed of divisive politicians such as former county commissioners Natacha Seijas and Miriam Alonso, who tanked her chance to become Miami mayor in the '90s after declaring on Spanish radio that the seat belonged to the Cubans. Some members of this older generation stayed in power by spreading hate and separation among Miami-Dade's diverse ethnic groups.

Before, the only way to remove them from office was by indictment (Alonso) or recall (Seijas). Let's hope the changing attitudes of Cuban-Americans means Souto won't get re-elected.

This type of attitude by Cuban politicos in Miami is exactly what's wrong with the 305. The latin builders association is an organization dedicated to backdoor deals and payola from Cuban mayors.


Souto and his entourage... should move out of town if it's so bad for them.

...........in reading all the posts the one thing not yet mentioned is that VENEZUELAs ultimate collapse may hurt CUBANs efforts regarding CUBA since  CUBA is entirely economically dependant on VENEZUELA crude oil, basically cheap gasoline

anyone who observes AMERICAs long relationship with SAUDI ARABIA could tell how CUBA is going to fare with VENEZUELA sinking into oblivion for the next decade or so

Cubans can be credited for establishing Little Havana and Hialeah. And the Marlins stadium. How are those working out for us? The stadium is a joke, Hialeah is one of ugliest parts of town (let's be real) and Little Havana might have a lot of culture and good food but it is an eye sore. And, as somone else pointed out, Cubans are terrible drivers. I agree with the fact that there are MANY Cubans in Miami but please, do NOT be so delusional. Several cultures and communities worked together (or seperately) to make Miami what it is today (we all know Cubans had nothing to do with the beach, which is what everyone thinks of when they hear Miami). South Americans saved Brickell from the housing crash, not Cubans. If anything Cubans brought us excessive corruption ,cronyism and nepotism. Thanks for all of that.


Final thought, if you're so good at establishing a city, go fix your home country. They need you.

I think we've added a great mixture of culture here in Miami. I was born and raised in Hialeah and I grew up mostly around Cubans but I had Dominican friends,colombian Puerto rican and Nicaraguan friends. Black white and Italians in Hialeah which is supposed to be mostly Cubans. And my fav food is Haitian. Luke making a big deal of this old man seems like hes got nothing to do. And for that moron Chris Shaaf move somewhere else if you have a problem with Cubans cuz we're gon be here for a long time. Bet you don't complain when see a pretty Cuban woman walking by.

BLACKs were definately a part of early MIAMI-DADE as we know it and so were CUBANs but the real question is AMERICA better than if it was just all left to the seminoles and NO BLACKs nor CUBANs were allowed in ?

1) the BASIC water / sewer system is beyond old and if not for a federal lawsuit nothing would be done = period

2) the BASIC public education system is poor

3) the population is BASICALLY poor and disenfranchised with one-third housing INsecure and two-thirds regularly food INsecure

..............if that's the best CUBANs and / or BLACKs can do for the BASIC necessities, i guess at least they tried,  but today MIAMI-DADE is certainly NOT a success story by any standard measure of basics being met

You folks down in Miami do not deserve greatness or any star athlete playing in your city. Besides, I don't think any star athlete likes playing in front of half empty home stadiums on a day-to-day basis, especially with a winning record. 3) Photos of illegals floating on inner tubes, since Cubans are not illegals. And Just for the heck of it, do provide us with sample photos of this glorious Miamian past you speak of, perhaps it is the same past that discriminated against African Americans and had white only beaches.

i'm IN MIAMI frequently and i know what i see on the street = period


those high-rise luxury condos are sold for ALL CASH at $800 plus per square foot sight-unseen PAID from foreign LLCs BY DRUG KINGpins = period = no one else would agree to terms whereas if the developer does not or can not complete and deliver the unit the BUYER loses the money paid


the main center of the city around the steven p clark building there ARE homeless hobos and there is simply no way to avoid the UNEDUCATED and UNEMPLOYABLE on any of the streets in and around MIAMI-DADE = period = would YOU employ and of those people ?


and i've patronized many many retail stores and restaurants where NO ONE spoke ENGLISH including a brand i really like,  LA CARRETA, (with 10 locations throughout the area) = period = vast areas of MIAMI-DADE do NOT speak ENGLISH
