Miami Police Investigating Footage of Lieutenant Fighting Cop at Traffic Stop

The traffic stop looks ordinary enough. Miami Police Officer Marcel Jackson pulls over a silver Chevy for speeding and walks up to the driver's window. And when the driver leaps from his car, Jackson reacts like any other cop: He throws the driver to the ground and tries to cuff him. Unfortunately for Jackson, the driver apparently wasn't just anyone: He was a lieutenant on the same force.

That's according to Al Crespo, who obtained video of the conflict. A Miami PD spokesman declined to comment on the video to Riptide but confirmed that an internal affairs case has been opened because of the footage.

The footage exists, Crespo reports, only because Jackson had a GoPro camera running on his dashboard; when officers later began hounding him for a cell phone he was also recording with, he hid the camera in a seat cushion.

The first clip shows the tussle with a man whom Crespo identifies as Lt. David Ramras, who works in internal affairs.

Another video reputedly records Jackson calling a friend and explaining what just went down. Jackson tells the friend that the scuffle began when Ramras asked him: "What's that on your face?" -- a reference to a skin condition that makes it impossible for the officer to shave -- and then jumped from the car.

"I pushed him back, like 'Stay in the car,'" Jackson says. "And he's like, "I'm lieutenant of police! I'm lieutenant of police!'... I'm like, 'I don't know who you are, but you don't jump out on me.'"

Jackson, in the call, goes on to explain that he pulled the car over only because "he was flying" through a pedestrian area and that when he ran the plate, it didn't come up as any kind of police vehicle.

All City of Miami cops are A$$HOLES!!!!  They abuse their power and they are allowed. They are suppose to keep us safe however, who keeps us safe from them. I was given a black eye from a city of miami police officer back in 98.  This officer back then had already had complaints.  He was on steriods and today his complaints have doubled. Has anyone done anything?  Nope. And its just gotten worse.  How often do we hear now of cops abusing. Something I have been saying for years.  Finally people are realizing what I have been saying for years is true.  COPS ARE A$$HOLES and I have no respet for them.  Especially CITY OF MIAMI!!!! Most recent.  Beating up a 13 year old.  WOW.  I feel so safe at night.

Anyway... this whole thing is about the black cop

resenting the white cop for showing more authority

than a badge.. The black cop knows he wouldn't

swing open a door until an uniformed officer gives

him the go ahead, but the white cop wanted to show him 

that he is white and not subjected to the black officers 

reality of knowing that he doesn't really have the support 

of the "ole boyz network" as much as he does... 



In the mind of the white cop, he thought nothing about 

how he represented the badge, it was all about 

showing a black officer that he can piss longer than 

him....

Excuse me AJ Jackson...while I do not defend Vanessa Sotomayor's comment, and lack of English skills, I would tread carefully if I were you. First, your writing skills leave something to be desired. Secondly, while your writing points to the fact that you were probably NOT getting A's in English class, you obviously did not do well in Government/Civics/History class either. You should know that as you point out that Ms. Sotomayor is an immigrant then you try to identify her as Puerto Rican. You would be negating your own statement because, if she is Puerto Rican - as you state, she is an American citizen - by birth. If you would've paid attention in school you would know that Puerto Rico is a territory of the United States and, as such, all of the citizens of the island are American citizens. While I, as an American of Puerto Rican and Dominican heritage, have many family members that don't do (or "due" as you incorrectly put it) the English language justice all of them learned Spanish as their primary language and then learned English. I wonder...what is your primary language? Because English certainly doesn't appear to be your strong suit.

Hmm  I just watched the entire video leading up to the stop... Not sure it was a legal stop.  Cannot tell if the Lieutenant committed any traffic infraction.  Notwithstanding, the Lieutenant acted badly.  No need to treat  Jackson with disrespect.

thats a mistake. no big deal from the looks of it just too much testoterone on part of the Lt. The cop was just doing his job and saw the guy opening the door and reacted. He is in no way inclined to believe the guy on word of mouth. Now if an id was flashed and the cop knew who he was well then thats something else, but from the footage it just shows like it was an honest mistake and the cop didnt know the guy was a Lt. Seems to me more the Lt needs to slow down and chillax.

Sounds like the typical "I'm a cop I can do no wrong" bullshit we hear all too frequently. If the officer was speeding in a civilian vehicle and then exited the vehicle he deserves to be treated the same as anybody else. Sadly, he wont receive the same treatment, as most would have been shot.

Yea.......jumping out of car like that not a smart thing.  As a cop he should of know better.  The real question is how the heck does 3 other units show up in literally under 10 seconds???  Especially for a "normal" traffic stop.

Lt. David Ramras appears to be acting all cocky & tough but he forgets that #1-he wasn't in a marked vehicle, #2-he failed to identify himself & show his ID when the officer approached the vehicle, #3-he didn't try the gentle approach on exiting his vehicle...you can clearly see him forcefully exiting and #4-he most definitely resisted. I saw him trying to shove and get that officer off of him. He should have just laid on the ground and advised who he was and where his ID was at. Who needs disciplining??? He does!! He was wrong from beginning to end.

This is a ridiculous comment. Members of the police force are required to follow the rules of the road just like everybody else. You aren't allowed to speed around in pedestrian areas with no flashing lights just because you are a Lt. 


The implication that he should get away with speeding in a rental car just because he's a Lt. is already ridiculous. 


The main issue here is that it was a black patrolman who pulled over a white Lt. It's just typical racism.

While no one can claim this man to be a professor of elocution, you can hardly call it "ghetto." If any officer with a regional/ethnic dialect or accent went through what that guy did, somebody with a 2 year criminal justice degree, which is all that is really required to get into the police force, you would be hard pressed to find one who would express themselves in any other manner. I found him composed and easy to understand, actually. I don't know what the hell you are trying to say with your comment. You want your law enforcement personnel to be eloquent, highly-educated people? Pay them as such. To be fair, for someone so quick to demean someone else for poor language skills, your "It's so sad police officer talk so ghetto!!!" comment takes the fuckin cake.

Trogdor you are absolutely right. A lot of City of Miami cops are very racist and this Lt. should be written up and demoted/fired. He definitely knows the procedure. If it was a regular civilian who did what he, they would have been arrested and/or shot depending on the race. Even with witnesses, they still get away with a lot if wrong doing.
